This post is not political. It's just a question of two plus two equals four.
The reason why it's taken so long for the National Guard so long to get in is going to be investigated once the crisis is over. The fact that there's the war in Iraq and so much of the the national guard is deployed there is simply one part of the explanation.
It's a fact that it was known, studied, and reported that the levees could give way causing the catastrophic situation we see on TV today in the event of a major hurricane. It's a fact that the Army Corp of Engineers got budgeting to shore up the levees, but then it was cancelled and diverted to Iraq. (Refer to the numerous Times-Picayune articles in 2004-2005 for more.)
