you are missing some important facts - the governor also was at fault because she did not anticipate this disaster in enough time, though they had 5 days of warning. She did not get the troops - 7,000 of them federalized or the funds they needed from the federal government so that when the storm hit, they had to take days to get the federal government involved - and they had no eyes on the ground so when the lights went out and the communication was down, they were blindsided. I fault them a lot for not preparing early enough and now they want to blame the federal government. I hate the way everyone is blaming everyone instead of focusing on getting the job done and learning from this.
