The thing about FFing is that when it was outlawed, there was a grandfather clause for "well-known" existing fish. You can be sure that when they had fish who were important in government or business, they were not about to take away from them the object of their attentions cold turkey and risk the fallout.
If the Family meets someone useful enough for them who is interested in one of the Family members, you can be sure there will be some wordplay about status etc. of membership/ relationship so that they can walk through that "open door" as they might say.
The Family cannot afford to pass on protectors.
I am also aware that there were instances where leadership handed out a dispensation for special situations involving age difference in a sexual relationship, which they are supposedly so "stringent" about. All of the Family's rules are affected by the leadership structure, who can override things if they feel like it or think its in the interest of the organization.
