All of that said, ask most any Family member & certainly any leader if there is anything doctrinally wrong with FFing and you are bound to get a resounding "no." The reasons they'll give as to why they don't do it then will, as most people here are probly aware, be along the lines of the spread of AIDS and vague explanations of changes to the world's attitude and the best ways to reach people these days.
Caveat #2: Given that, it is entirely possible that you might find an occasional Family member engaging in practices that could be considered FFing...
In the case of a Charter member, try reporting this to a couple leaders and see if they do not receive partial excom and a requirement to undergo AIDS tests.
With Fellow Members (who are under no rules about sex with outsiders), what is their The Family can really do to prevent it? Nevertheless, it is by no means a condoned practice, and if a public "ministry" was made of it they would still be partially excommed, if for no other reason than to avoid negative publicity (as there's no Charter rule saying Flirty Fishing is an excommunicable offense).
