"Fellowship Revolution"

Does anybody know, or have an idea where I can figure out, the timing of the "Fellowship Revolution"? I remember it was mid-80s, and they were saying that this way people who were pretending to be members but were in fact leaking publications and info to the outside would be weeded out because regular fellowship would reveal if you were a true member.

Was this timing related to the 20/20 show about Vivian's kids? If not, does anybody remember any "security" incident coinciding with the implementation of the "Fellowship Revolution"?
