The first retraining camp was in Macau on Ho's farm & yes it was the children of very top leaders in Japan who were some of the very first one send there, like the daughter of American Ezra & Jenny I think his wife's name was. Go figure. These suck-up leaders were expected to have perfect obedient kids& when their kids weren't perfectly obedient, they were desperate to save face & were extra-hard on their own kids & sent them away.
It was all one big F-upped suck-up. Let me tell you why. The going rule was that if your kids did something wrong or had problems, it was because YOU had problems. So to make sure that they kept their high leadership jobs, Ezra & others like him angrily denounced their own kids to be sure to distance themselves from their kids' *sins*. They selfrighteously denounced their own kids & gladly kicked them off to a victor camp to save their own face.
I know later leadership grabbed everyone's kids randomly but it began with the children of top leaders.
