Jim, your advocacy work is clearly moving beyond your scope of professional expertise. Even if this SGA's defense counsel had known his history, it does not mean the young man did not know right from wrong at the time of the crime.
Severely abused children grow up and beat their abusers into a bloody corpse or blow out the brains of the abuser quite regularly in this country. This SGA's case is not unique simply because he was raised in TF. From the perspective of the justice system, there are plenty like him populating the prison system of California and every other state in the union.
Prisoners in psychiatric units are placed there because they're psychotic and uncontrollable. They are heavily drugged. Have you reviewed the psychiatric evaluation for this SGA? Forensic psychiatrists make the determination of who is safe in the general population and who should be on a psych unit. Are you having conversations with the prison psychiatrist about this case?
