Really, if you can't stop doing drugs while you are looking for a job, then you have a serious problem. I think this is why most employers these days do pre-employment drug screens but very few actually do random drug tests. Of course if they do a hair test, you need to be drug-free for a long time (6 months?) but not many employers want to spend that kind of money.
My current employer requires all its employees to consent to post-hire, post-accident, random and "for cause/reasonable suspicion" blood, hair and urine drug tests but it only actually does the pre-hire urine screens.
