It amazes me that he got arrested for molesting the girl, and that it made news.
So often authorities turn a blind eye to these cases, it's not a big deal over here. I just read a report on sexual abuse in Japan, or abuse of children, and basically the authorities don't get involved unless there is a fatality or life-threatening injury. Up to that point, it's a minor offence, sex offenders are released after a short time in jail, and they are not tracked by the government.
With the recent wave of crimes against children in the country, people are beginning to try and make the changes to the law and government necessary to protect the children. A 7-year old girl was kidnapped and murdered in February by a man who had been repeatedly arrested for sex offences against children.
Overall I believe Japan is still safer than many other countries, but crime is either rising, or more people are making a fuss out of such crimes, and thus attention is focusing on them.
