Silence does not mean support

I seem to recall reading fairly recently, perhaps in some of TF's statements following the Ricky tragedy, that they claimed that the vast majority of the thousands of people who have left over the years remain favourable to them. The implication was that since most of those people have not spoken out against TF they are, therefore, favourable to it. Does anyone else remember something like that, or am I just mixing memories up? If I'm remembering correctly, can anyone lead me to that?
