I know this post is kind of old, but I just remembered that my Dad told me once that he had been asked to become a Notary Public by the shepherds in Mexico. He went up to TX and got certified and then when he came back they asked him to "sign a blank sheet of paper" literally! They wanted him to sign a stack of blank papers and notarize them.
Not only is it illegal to use the notary stamp from TX in Mexico, it's also highly illegal to notarize something without having actually been an eye witness to the other signatures.
I'm happy to say that he didn't do it, but someone else did (several people were asked to do this not just my Dad). This happened in late '91 or early '92. I wonder if they needed blank notarized sheets for all of these afadavits they were putting together?
