I was also out by then so I don't recall that one. But it sounds like a modified version of the series breaking up the blobs. At various times, there were constantly changing policies and restrictions on the minimum and maximum size of homes. However, I seem to recall that the Charter specifies that each home must have a certain number (4?) of voting adult members. It seems that a policy ending communal living and mandating single family homes would conflict with the Charter in many cases.
