Your assumption is pretty naive -- those who are innocent have nothing to fear.
Innocent people in every society have lots to fear. The 100,000 Iraqi civilians killed since the US invasion had lots to fear.
If you're rich and powerful and white and innocent, maybe you never have to fear. As for the rest of us, we all fear to varying degrees.
Try telling a Muslim in America that they have nothing to fear.
Innocence often has very little to do with whether good or bad things happen.
