No, they're not stupid. But the writer of the article made a very profound and IMO brilliant move in writing that letter. In the first interview of Clair Borowik, she was asked if they ever cooperated with the authorities, and NOW she & the Family will be drilled on that question every single time, over and over.
It was a great letter to write Family leaders even if they never go through with their avowed claim. And you're right. I'm convinced they won't. But it gives the SG exers a statement on public record to keep hammering at the PR spokespersons with.
