I thought Family PR did "public relations" to the public, not to Family members. In that case everyone from James Penn in WS to all the FGs and SGs talking to the news and TV all bear varying levels of responsibility. Anyone involved in PR believed and promoted the lie.
As far as lying to the Family itself, wasn't that what the MLs and Family pubs did, praising "wonderful Dad and Mama"? Deceiving the Family itself?
