True, to a point. Some inter-sexed babies are born with internal reproductive organs that are so rudimentary and poorly developed that it is very difficult to determine what is actually there or not there. If the gonads had properly differentiated during gestation, there would be no confusion about whether the child's small, poorly developed internal organs were testes or ovaries.
Intersexed ppl who have been surgically "fixed" as infants have very strongly protested this practice and argue that such children should be allowed to develop naturally into whatever they are. With puberty, it usually becomes evident to the individual whether s/he's a male or a female. Point is, the person with the birth defect should decide, not the doctors, who can and do make wrong gender assignments.
