It is interesting that when most if not all of these practices were introduced they were considered voluntary. But, in time they become mandatory. Now things like LJR are not only mandatory, they are to be done more frequently.
This kind of tactic is used in business quite often. The company starts a voluntary program, people get used to it, and suddenly it is mandatory. But, the aim from the begining is to make it mandatory after a period of time, it's just never introduced to the employees that way.
