Interesting thoughts. Going after the Family legally is difficult, but it could be done. There IS a money trail, from the lowliest Home to the top. The Homes send their tithes somewhere -- find out where, then go to that stage and keep going. As well, Family leaders in the US are well-known. They can be compelled to testify. Family spokespersons are another source.
As you say, time is on the side of the victims. If I had any position of responsibility in the group, I would be a very scared dude -- or dudette.
My guess is that as the lower levels get nailed and squeezed, some of them will break and provide information.
The Family is a highly organised group. So it is just a matter of uncovering that organisation. It can be done.
