You should first define what you mean by stalker. A stalker can be a friend or acquaintance or a complete stranger.
IMO if it is someone you know you must let them know that their attention is unwanted. If this warning goes unheeded then definitely contact the police. Don't assume that they are harmless.
Sometimes by not wanting to hurt someone's feelings you can inadvertently encourage them. I work in a public institution and have often been a freak magnet because I'm friendly and kind and people have easy access to me. Being downright curt and disinterested is often enough to discourage unwanted attention but not always.
In the case of a stranger, contact the police immediately. Don't try to deal with it yourself. This is just my opinion, I am not a professional and it may help to type into google 'dealing with stalkers'. Their is probably some professional info that is easy to obtain. But I think its important to take it seriously.
