Keeping people in a state of crisis and flux is a way to control them. I'm thinking of Maslow's hierarchy of needs: If you're constantly struggling to get your basic needs for food, shelter, and security met, you don't have the time or energy to think about other stuff--like how things could be different, and how you have other needs--such as the need to self-actualize.
