They aren't. In fact, I understand that the reason that they cut off all the U.S. based "charities" was that the pesky government was asking too many questions. Imagine a governement that actually expects tax exempt charatable dollars to be used for something charitable.
From what I can tell most of the money now goes into to third world countries where they are happy to see American dollars flowing in for virtually any reason.
