I think the use of Selah for secrecy comes from its connotation of silence, as in a musical pause (which is a call for silence), etc.
As a child, the term "Romans" seemed very frighteningly linked to the killers of Jesus and Christians, which is what made it an effective divider to split off the authorities as the closest thing to non-persons. If Systemites in general were not owed the truthfulness that was owed a Shepherd, the Romans were even more to be hidden from and to hide things and our reality from.
