My brother is the same way.
He works out a lot on machines not free wieghts and runs a lot but isn't cut like me. He has a big gut. I think he just takes in too many calories and doesn't burn them off.
Even if you run a lot and work out a lot if you take in more calories than you burn off you'll be overweight.
I think as you get older as well if you don't maintain your muscle you'll lose it and you may not be able to get it back. You're supposed to lose so much muscle mass each year as you get older. But if you lift weights you'll slow that process down considerably.
