It means for "security reasons" to protect the top, the doctrines which originated from BERG and ZERBY which became problematic were SCAPEGOATED onto family members. This way the "bad" things were the fault of faulty members and not of the top. And the top LIES and says the writings were not theirs or even to their approval.
It is the sociopaths survival mode..
