I suspect these TF. members are motivated by money. What I mean is, those who adopt are able to get money from government agencies in some countries.
As far as the F. members not being able to get past the screening process of the typical child wellfare bureaucracy...what a joke! They can easily adopt children from third-world countries where minimal screening is done. Even in the U.S. we have all seen the numerous news reports of how the child wellfare agencies have done such a lousy job of screening out pedophiles from the foster care system. Here in Florida, we had a case where a little girl disappeared from a foster home, and the agency didn't even know she was missing for over a year! The overworked case worker made false visitation reports, when in reality, she never actually visited the foster home.
Does anybody really believe that the situation is any better in third-world countries?
No, if the fam has found a way to make money off of adopting children, then they would have little trouble fooling the adoption bureaucrats into givingg them children.
