It would help to know more about the individuals and the agency involved in this adoption. Is it a state (secular) agency, or an NGO sponsored by a faith-based organization?
What would I do? I'd inform agency officials about TF's documented history of child abuse and neglect and point out current Family policies that continue to put children at risk, particularly in the areas of providing a proper education, access to health care, and encouraging sexual activity during adolescence. Teaching an adolescent how to masturbate as a form of prayer would be considered abuse in most countries.
Once agency officials are informed of the potential risks, they are obligated to question the prospective parents about their child-rearing beliefs. Yes, I know TF members lie, but a good adoption investigator can ask some fairly revealing questions that will get at attitudes and values.
