Maybe when he is finally convinced in his own mind, without the public's scrutiny of his methods for reaching a conclusion, he will make the change. This could be a way of demonstrating he will only make changes on his own terms, and he still answers to no one but himself. It could also be a way of discussing things which should remain private for a change (convenient that he gets to decide when), or for keeping the circus out (also convenient that he gets to decide when). What matters most is the change. Whether or not we get the satisfaction that we pushed him into it in a court of public opinion is of low priority.
