Well, I would have to agree with you that the police and other authorities should be contacted first if you have evidence of a crime committed by the Family. There are, however, occasions where you should alert the public about it, because the authorities are not doing anything about putting a stop to it.
Sometimes the police in a little third-world country have been corrupted by the FFing of their leadership, as we have seen in the Philippines. That's when we expose the truth publicly and demand justice.
