They both were at the HCS for 'retraining' though I don't recall either of them being in the Victor Camp itself. There were a number of adult retraining programs, and later on there was the Attack Teams which replaced the Victors and of which Watchman was a part of, as well as some other adults including Eman Artist. But Watchman was on the team alone, there were no others part of the group during his term, if I remember correctly.
