I don't have any simple answers. Before taking any action, first and foremost I suggest doing the homework times 10. That means lots of investigation via the web, email, letters, phone calls, eye witness interviews, and a willingness to make a first-hand assessment of the environment in which family front is situated.
What are social services like in Perm, Russia? My guess would be piss-poor, but I don't know that unless I check it out. Alot of information can be gathered via the web. As a social worker, I'd want to personally interview a Russian colleague about the legal, social, and cultural (i.e., church) resources in the community. If there is no good safety net to help with catching the fall-out and binding wounds, I'd hesitate to rock the boat too much immediately.
I am curious about the relationship between The Starfish Project, the well-heeled Houston philanthropist who funds it, and Love's Bridge. Visit the websites and follow the links. I think you'll see that Starfish and Love's Bridge both have PAS in common. The name of the Starfish philanthropist is listed on their website. If I lived in Houston, I'd check out local sources--i.e., newspapers, church groups, etc., and find out what I could about her.
I read somewhere that Faithy is living in Houston with her mother... Maybe getting treatment for her alcoholism there? (We can only hope.) Is there a connection between the Starfish philanthropist and Faithy?
Simply asking probing questions is often a powerful intervention. When folks know you're asking about the state of things, changes often occur in response. I'm not sure you have to go blasting with both guns loaded full of the most lurid family literature you've got. Just ask thoughtful questions and see where it leads you.
Then think on what you've learned and take counsel with the wise.
