Correction on the 2003 date. Project Aid Siberia was funded by Food For Progress, a US Dept. of Agriculture commodities program, through the end of 2002.
PAS does not appear to have a commodities contract with Food for Progress in 2003, but several of the programs listed on the proposed 2003 contract list have a CTP (Family Business) feel to their names and locations. The website to check out is for humanitarian aid orgs funded in 2003 that are possible family fronts:

The voicemail number for PAS in DC is still active. The recording identifies the number as belonging to Faith Fischer, who states she is currently out of the country. This suggests to me that Faithy is still in the humanitarian aid business, although mail sent to her DC office address has been returned as undeliverable.
