Barney would never be trusted by Family leadership with any kind of authority whatsoever. The most that would happen would be if he crawled back into the Family Kingdom, they would momentarily play the brass band for him: "Prodigal returns" & use him as an example to try to influence all the FMs that he's admired by. Then they'd chew him up & spit him out when he no longer serves their purposes. But Barney for all his pro-Family sympathies is too much of a loose cannon. He's too shrewd to be used unless they really deliver the goods too. and they never will.
