I remember being in the family during a few externally appearing "disbandings" of the fam. where it changed its name, seemed to liberate its disciples to a degree, but actually it did not.
In fact, the notorious letter about the woman who was murdered in front of her kids was later written about as being caused because when there were choices, she made the wrong choice.
She chose liberation, and then look what happened to her. That was more terroristic than the strictest of controls.
Even when there are "choices" they generally lead to greater oppression. To me, for Maria and Peter, at this point, to be leading anything in the family is equivalent to letting a pedophile run a candy store because he promises to be kind to children.
