There's a quick and easy way to change the default setting on your keyboard from English to English International. This gives double function to some keys when the "alt" button is held down, making available things like ¿, ¡, «»,´, ñ, ç, etc. The only thing it's missing is the new Euro symbol (I'm working from Windows '98. Maybe the newer editions have it).
This site has the instructions and a printable chart you can keep near your computer till you get the hang of it.
