It is probably true.
He may have dictated it to his secretary or there may have been a number of different ways in which the publication came about, so if he says 'he did not write' it, he is parsing and being very Clintonian. In the end you know, that unless you have a video of him writing it, or an authentic signature, there is no PROOF he did.
Didn't they say the same about the kids' dances UNTIL you pulled out the videos? :)
