There are a couple of little "wild card" clauses in the Charter which essentially allow leadership to take back every right they PRETEND to offer in this document. One says that Peter and Maria can suspend the Charter in any situation which they deem potentially critical to the survival of the Family.
Then there's that other wild card -- "the Charter can never supercede the Letters", or something to that effect. I forget the actual wording; I'll see it I can find them.
For Family members who are trying to figure out just which of their rights are absolute and inalienable, the answer is that NONE of them are. The Charter is just about totally useless. It's an illusion.
The only time I have ever seen leadership back down on something like this is when the other side of the story was allowed to be heard through exer sites (THANK GOD FOR THE INTERNET!!). This was followed by a massive letter-writing/email campaign by CMs and FMs sympathetic to the person who had been excommed. Maria came out and said that the whole thing was just a misunderstanding; that some printer had accidentally put something in a pub that they hadn't intended, blah, blah, blah.
