a lot of the situation is based on past case history. What happened to you, your sister, your brother, and from there the concern over the other brother.
This would not entail just a phone call to social services, but going to an office, showing yoru face (not just a voice) asking to talk to a supervisor or somebody, getting somebody's attention long enough to listen to you tell the whole story. It is the whole story that makes a case...it is like having to construct a legal argument. Is there any way to contact the worker in Cal that helped you before? you need networking to try to prepare for this one.
