The story is close enough to the actual report. It was a great answer but it was not a one liner as you make it sound. However the people in the room and many in the world still think in terms of geographical empire. England has kept his imperialistic structure, it could not have survived otherwise, and now it sees the United States as an extension of its own army. If you think the US army was in Vietnam, in Panama, in Burma, or any other place, to save the people, you are not alone. That famous average american missed it too, with a little help from the press. Modern imperialist advance is not through the expansion of borders but through the expanson of influence, commerce, religion and culture.
