However, your questions ultimately answer themselves. Who was responsible? Hussein was ultimately responsible. No matter WHY he did what he did, he was the head honcho. He was the one who held the destiny of his people in his hands. He screwed up. He showed himself to be the person he was (is).
You can say that the USA is responsible, or whoever. But Hussein is (was) the leader of Iraq. No one forced him to enter Kuwait. Only his greed and/or his hunger for power did so. He is the one who is (was) in control.
No one is to blame except for Hussein.
He could have (should have) said NO to any underhand dealings.
He was in charge. He was the one who annihilated scores of Kurds.
Don't turn this onto the US.
