they've already been "waiting" for 12 years for compliance ... the latest round of "inspections" is just part of an on-going process, except that Hussein apparently kicked them out in '98 or so. You can keep adding 10-20-30 days forever. There eventually has to be a consequence to non-compliance, and if you keep on moving the "end" date, there IS no consequence for non-complience. Therefore, the prior UN resolutions lack any effectiveness.
BESIDES, it was NEVER the job of the inspectors to "FIND" weapons ... that would be an impossible job. Iraqi is the size of California, and weapons can be hidden all over the place. According to the UN accords, the Iraqi government was supposed to provide verifiable evidence that certain weaons they were KNOWN to have had in fact been destroyed. They were not doing this.
