Well, sorry but i don't remember if you said what state you are in Kristi. I know that some states have better social services and funding than others (that is ONE reason I am in CAL) but couldn't a social worker counsel you?
any way to get in touch with anybody where you are? Legal aid?
If you know where the Home your mother is in is, can't you just tell them you will blow their F cover about the abuse, LJR, etc. if they do not let you see your brother?
I understand all of this is ENORMOUSLY emotionally taxing, no matter what, but either you conserve your energy and wait, hoping your older brother grows old enough to leave or you see if you have the strength to confront neglectful and abusive parents.
I mean, there is NO doubt about what this situation is about. Sometimes it has been only when the "system" and authorities got involved that some parents were SHOCKED out of their wits into sanity. I don't prefer that but it is an extreme measure and I have experienced it personally.
Just brainstorming...don't know if any of this is of help to you.
