An SG at MovingOn hit the nail on the head and commented: "In case of publicity etc, thay want to be able to say 'no one involved in the case is a member of our group'. Basically it is a "COA" (cover our ass) policy. But it shows they don't care about the kids at all only the ramifications for them."
