If someone wants to talk about a certain issue and somehow it crosses over to people they do not want to refer to, one can always use generalities and therefore no one gets mentioned. There is no need to mention anyone's names. However, if in the context of a conversation it refers to that situation, one can simply say "certain situations" or "certain people", etc., etc. You get the idea. That would keep things on a different level and no one would be named or in the limelight.
