And even if nothing serious like that in your scenario developed (the shooting of an innocent child), but the children were put in foster care and turned over to the authorities until something better was available, it would seem harsh, but it's necessary and a part of the system. There's not too much one can do about that. They would also be testing them if they there were allegations of child abuse. You just can't control the authorities to act the way one thinks they should.
