They fought one of the dirtiest internal wars ever and are experienced in all kinds of brutal operations the family was not the only group they went after. They are after anything and anybody who smells like communists and thre was plenty of that in the family. What they are trying ot find is people who are weak or have big flaws to exploit them into doing whatever they want them to do. On second thought, doesn't that sound like the poeple Mo used? He used them after giving them a lot of power and goodies (pretty girls, permission to do all kind of things, etc.) The worse they were the closer he kept them. Maybe Mo was half argentinian police.
