Not everyone was accused in Nuremberg who should have been accused, some were protected by interested parties (so-called "liberators", includeng the US, and pro-Nazi governments, like Peron's from Argenina) and others escaped to hide in the multitude or in the jungles of South America.
The Nazi war machine also had many less compromised people, even innocent draftees who were spared. Many German POWs remained in the US after the war and rebuilt their lives as good American citizens. Not everybody in the German army was a criminal of war even if they were assigned to prison camps.
I will not deal with your question on recovery and support here because it is too far a topic from my initial point. We can do that elsewhere and later.
