It is also true in the population at large because it is a human trait more developed in some than in others. It works at the playground level and at the UN level. If bullies are in an environment where they cannot freely exercise their excesses and authoritarianism, they manipulate it and some even show a sweet persona to get there but eventually show their true colors.
