is there a big push to get out of North America?

i know they don't bellive there's gonna be a nuclear war int he nuclear north any more, but are they in some kind of push to get people out of N.A. where its' so easy to so-called compromise, and so they get them out to the mision fields? i heard the big push was to get to Asia where it's so tight they hardly know what their Charter rights are.
