I have to take issue with the use of the language. You are using the word perpetrator with an incorrect meaning. I just read a post somewhere else where another poster uses it the same way as it it were correct. That is to show that you have done a good job in establishing a definition, though new and different to the one used by the rest of the English speaking people. That is fine in a close group but if we are going to be communciating with others then it is a dangerous road. If we are not using a common vocabulary we are waisting our time. We need to use the standard accepted meaning of the word. If I recall correctly that is the principle of "deveivers, yet true", one of the most abominable doctrines in the family that was created by their father of all lies and manipulations: David Berg himself.

www.dictionary.com gives this definition of the word perpetrator:
\Per"pe*tra`tor\, n. [L.] One who perpetrates; esp., one who commits an offense or crime.

The way you are using it, it only refers to those who do not repent and don't change their ways and continue being repeat offenders. That is incorrect and can lead to major problems.
