Well, do you think that a possible way could be by starting some sort of communication center (very private in nature) where those in need or who know people in need could present their case? Those cases could be individually investigated and then presented by a trusted person to the whole body for consideration? Or perhaps not even to the whole body but to some smaller group? I liked very much Micron's story below and I am sure some of us could also replicate his experience. I am in the same boat with my children but also see how some are not interested in going to school but want something else. There is no one path for everybody but no matter how much help there is, each case has to be carefully and individually weighted.
Having said all that, I can also see that a 51 yo person will also need help to find help, as much as a younger person would. No one is better or worse than the other at that level but if both are treated the same way, the help they are receiving is faulty because each case has to be treated individualy. Not seeing that will lead any initiative into becoming a heartless burocracy and I'm sure nobody wants that.
